About us

Bicol College Library was first administered by Ms. Visitacion Tabuena as the Chief Librarian. In 1972, she was succeeded by Mrs. Erlinda T. Marcellana as the Library Director, who was also the Vice President of the Board of Trustees. On August 8, 1983, the college's commitment to educational advancement was further demonstrated by its selection as Center for Library Development by the Ministry of Education, Culture, and Sports – Region V. Mrs. Zenobia B. Alcala served as Chief Librarian until 1992. Ms. Ma. Jenalyn Mangampo took over as Librarian until 1996, followed by Ms. Leslie Marcellana until 1999. Likewise, Mrs. Cecile Nasayao served as the High School Librarian until 1999. Mrs. Mary Ann Lachama succeeded her as High School Librarian, and Mrs. Ester Listor served as College Librarian. Mrs. Erlinda T. Marcellana continued to serve as Library Director. During her term, the construction of a separate Law and Graduate School Library, both fully air-conditioned, was realized.

In 2003, Mrs. Grace Flores served as Chief Librarian until 2004. From 2004 up to the present, the BC Library has been administered by Mrs. Ester Listor as Chief Librarian. Mrs. Elizabeth Del Castillo served as Elementary School Librarian, while Ms. Michelle Loquez succeeded Mrs. Mary Ann Lachama as High School Librarian.

Due to Typhoon Reming, the libraries suffered major damage, leading to repairs and the construction of new facilities. The Elementary, High School, and Nursing Libraries were temporarily relocated until renovations were completed. In 2007, the BC Main Library was transferred to the third floor of the South Campus, part of a rehabilitated structure damaged by Supertyphoon Reming. The following year, the Law Library was transferred to the new College of Law building. Ms. Christine Redoblado served as Law Librarian, succeeded by Ms. Grace Marilla, then Ms. Laura Brioso, and presently Mrs. Rapunzel Marigondon. In November 2016, Raymund Azul was hired as High School Librarian, while Mrs. Michelle L. Abinal transferred to the Main Library as College Librarian. Following the resignation of Mr. Azul and the passing of the Elementary Librarian in June 2021, Mrs. Michelle Abinal was reassigned as Basic Education Librarian.

In February 2023, Ms. Patricia Lorayne Yap and Ms. Irene Martinez, both BLIS graduates, were hired as Library Staff under a Job Order status. They passed the Licensure Examination in September 2023 and were then appointed as full-time librarians under the supervision of Chief Librarian Dr. Ester T. Listor. Ms. Patricia Lorayne Yap now serves as College Librarian at the BC Main Library, while Ms. Irene Martinez serves as Graduate School Librarian.

As of 2025, Bicol College, Inc., a proud member of PACUCOA, offers 18 accredited programs. The Bicol College Library has played a significant role in the accreditation achievements of the institution. For three consecutive years, Bicol College, Inc. has received prestigious awards and certificates and consistently ranked among the Top 5 colleges nationwide with the highest number of accredited programs. Additionally, the BC Main Library is now fully air-conditioned, providing a more comfortable and conducive learning environment.

Our Mission

The primary mission of Bicol College Library is to support the college’s pursuit of academic excellence by providing the community with equitable access to information and learning resources.

To fulfill this mission, the Bicol College Library will:

  • Acquire and select resources aligned with the academic curriculum and institutional programs

  • Organize and make information accessible for effective learning and research

  • Preserve and continuously enhance collections and services for all users

  • Evaluate resources and develop new collections and services in response to the needs of a changing society

  • Teach information literacy and critical-thinking skills to prepare students for academic, professional, and societal roles

  • Utilize appropriate and innovative technology to ensure fast and efficient access to information

  • Provide a functional, accessible, and welcoming physical environment conducive to learning and inquiry

  • Seek collaborative support and partnerships with other institutions and agencies to strengthen library resources and programs

  • Support the teaching, learning, and research needs of faculty, administrators, students, staff, and recognized external researchers

Rules & Regulations

The library is a place for quiet research and study. Order and discipline therein must always be maintained.

  1. Courtesy and respectful behavior are expected in the library at all times. When requesting books or other materials, borrowers should speak in a low and respectful tone.

  2. A silent environment must be maintained within the library at all times. To ensure a quiet atmosphere conducive to study and research, loitering, reading aloud, boisterous conversations, walking noisily, and dragging objects are prohibited. Cell phones must be switched off or set to silent mode, and answering calls inside the library is strictly prohibited.

  3. Smoking and eating inside the library are absolutely prohibited.

  4. Combing and grooming one’s hair while inside the library is not allowed. It is not only unhygienic, it is also ill-mannered.

  5. Entering the library under the influence of liquor or drugs is strictly prohibited, which can result in loss of library privileges and possible exclusion from BC’s roll of students.

  6. When inside the library, users should immediately seek an available seat. Roaming in the library is strictly prohibited.

  7. Books must be returned to the designated book cart after each use. Their use as bookrests/stands is not allowed.

  8. Newspapers and magazines must be returned to their proper places in the racks.

  9. All materials must be returned on time as specified on the borrower’s card to avoid penalties.

  10. To protect library materials and prevent hazards such as slips, falls, and pest infestations, food and beverages are prohibited within the library. A designated coffee/tea area is available for refreshments.

The following activities are strictly prohibited in the library:

  • Defacing library material

  • Attempting to remove items without proper checkout

  • Bringing food and beverages inside the library

  • Smoking

  • Using cell phones, pagers, or personal music devices (devices must be silenced upon entry)

  • Loud talking and socializing

  • Public displays of affection

  • Verbal or physical abuse of students, faculty, or staff

  • Sexual misconduct
